In a controversial resolution released on Friday, the Boy Scouts of America proposed lifting its ban on gay scouts–a significant shift in policy for one of the nation’s largest and most prominent youth development institutions–while still maintaining its current position excluding gay adults as potential leaders. If approved, the policy would take effect on Jan. 1, 2014.
